Not real sure on places in Fresno or what type of testing you want to do. But places like Lil Shuteye in Bass Lake. Or Bald Mountain in Shaver are great places for stock vehicles to play/test at.

it depends on what you've got but if it's a Toyota just about anywhere you want to, other than that I agree with the mall parking lot.
