No it wont work the same way.  A shock by its design always wants to be in in its expanded state, while steering stabilizer stays in whatever state it stops in.  You would be fighting against the shocks natural state all the time, and it would likely increase the effects of bump steer.

if the shock has no pressure, just hard to pull both ways, then it will work,

you can also use 2 normal shocks and face them fighting each other

No! A shock is not even close to being the same, the compression and rebound strokes will have different rates and valving so turning left will give a different resistance than turning right. If it is a pressurised shock  then that would be even worse. A steering stabilizer is not pressurized and has the same valving in rebound and compression. Now if it is not a pressurised shock it can't hurt to slap it on just to see if it works for you, if it is a pressurised shock don't do it since it will always want to extend creating a pull in your steering

Plus a shock usually has an up and a down.

If horizontal, air may get into the valving.

True but that depends on the shock, I run some shocks upside down from the norm for clearance but some you can't, and don't get me going on those wast of time boots. I don't think it will be much of an issue side to side since it will be at a much slower rate that it is used compared to being used on the suspension.
