manual tcase engagement problems

99 taco 3.4

I cannot get the front wheels to engage in 4h or 4l. truck has all manual hubs and tcase, no ADD stuff.  I have looked for vacuum lines and there are none i can find. Also the 4x4 light will not turn on when 4h or 4l is selected. 4x4 worked smooth as butter a couple weeks ago in my friends field, trying to use it today in my front yard hauling some firewood and it will not engage, 4x light  also does not come on.

is there any type of vacuum that the 4x4 system uses even though i have all manual hubs and tcase? the only problem i noticed while looking under the truck is that i have a torn cv boot, but would this lead to the 4x4 not engaging properly?

Are you sure the front drive shaft is spinning when you shift into 4wd?  I beleive the light is run off a switch in the T-case.
