My truck blows my mind

I have been messing with my 89 x-cab(22r-e) for the past 3 monts trying to get it running right. At first I couldn't get to run at all and now it just runs like :pokinit:. After reseting the computer the truck runs like a champ. I can hold it to the floor and let it hit the rev limiter with no sputter at all. As soon as I take the truck out wheel it a little it starts sputtering as soon as I hit around 3 grand with a load on the motor. After the truck has been running for a few minutes it also has a bad idle surge. Someone told me that the TPS could be the cause of the problem. How can I test the TPS without buying a new one? Has anyone else had the same problem? What all can cause the truck to have the fluxuating idle. The radiator is full of water....I don't know if that matters but I know on my old honda would have an idle surge when it was low on water.
