Bill Would Mandate Smog Testing for On-Road Motorcycles Statewide




California Senate Bill 435 (Pavley, District 23, D) is currently awaiting a
hearing in the Senate Transportation and Housing Committee. If adopted as
written it would mandate all model year 2000 and newer motorcycles be smog
tested biannually. The smog test would be required despite the lack of any
evidence that motorcycles are a significant source of emissions statewide.

The only two counties to ever smog test motorcycles nationwide, Pima and
Maricopa in Arizona, have already shown that motorcycle testing leads to no
significant reduction in measured emissions levels. Pima County has already
dropped their testing program and Maricopa is awaiting EPA’s approval to do the
same.

Other important points to consider include:

Motorcycles, because of their relatively low yearly mileage totals when
compared to other classes of vehicles, already have the lowest emissions of any
motor vehicle category in California.

This bill has no specific information regarding the test method to be used,
emissions levels to be enforced or the test’s potential costs to either the
state or the individual owners.

The deadline proposed for creating a testing procedure is slated for July 1,
2011 in the bill, and this is simply too close to the proposed test
implementation date of January 1, 2012.

California’s motorcycle engine emission standards are already the strictest in
the nation, and were just reduced again for model year 2008 and newer
motorcycles.

If a smog check program is implemented, motorcycles constructed prior to the
implementation date should be exempted from the testing.

A lot of bikes have had some sort of cat since around 2000 or so.  Guess what often gets ditched first?  Heavy ass exhaust system with a cat.  If this were to go into effect I'd fall into it by 1 year since mine's an 01, so I guess it'd just be time to sell it and get a bike that's a couple years older and have just as much fun  ;)

YOU ONLY NEED TWO TOOLS IN LIFE - WD-40 AND DUCT TAPE. IF IT DOESN'T MOVE
AND SHOULD, USE THE WD-40. IF IT SHOULDN'T MOVE AND DOES, USE THE DUCT TAPE.

IF YOU CAN'T FIX IT WITH A HAMMER, YOU HAVE AN ELECTRICAL PROBLEM.

Actually, California has the second toughest in the world, if only because Japan doesn't allow changes in emissions as the vehicles get older.  Yes, that's right - a ten year old Camry has to pass 2008 specs or else you have to buy a 2008 engine.  Joy.

But yeah, CA is bad.  I'm really upset about this bill.

Oh, and it will eviscerate this vehicle, which is technically a motorcycle(this might be why the bill was made, though, come to think of it):

Actually, California has the second toughest in the world, if only because Japan doesn't allow changes in emissions as the vehicles get older.  Yes, that's right - a ten year old Camry has to pass 2008 specs or else you have to buy a 2008 engine.  Joy.

That because Japan has their whole economic structure for automobiles designed around recycling them after a few years.   The personal property tax on a car also increases as it gets older in Japan instead of decreasing like is does here.   The Japanese governemt also gives tax incentives to buy a new car.   That's also why you see so many low mileaged JDM(Japanese Domestic Market) engines available here in the US.
