Check engine light blues

I have an 89 pickup with a 22re and California emissions, i have a k&n intake with a lc engineering cross over tube with a lc header, high flow cat and a magnaflow exhaust. The problem is, is that it kicks the egr check engine light.  I have replaced the egr, all the vacuum lines all the vsv valves the egr temp sensor, pretty much everything i can think of and still have a check engine light.  I have exhausted all of my ideas so anything will help THANKS

I'm assuming you've cleared the code but it keeps coming back?

Although I have not heard of this problem on 22re's k&N open element intake filters can cause issues on some engines.  I know it does on the FJ80's 4.5l inline 6. 

Just a suggestion.
YOU ONLY NEED TWO TOOLS IN LIFE - WD-40 AND DUCT TAPE. IF IT DOESN'T MOVE
AND SHOULD, USE THE WD-40. IF IT SHOULDN'T MOVE AND DOES, USE THE DUCT TAPE.

IF YOU CAN'T FIX IT WITH A HAMMER, YOU HAVE AN ELECTRICAL PROBLEM.

When you changed the EGR did you clean out inside of the intake manifold where it mounts.

Yes i have cleared the code a number of times and it just comes back on when i am driving for a while on the freeway.  I also cleaned out the intake manifold. the engine was rebuilt and only has 20,000 miles on it.  the exact code is number 71 in the chilton book, it reads EGR system malfunction.
