Leaf spring question

Can anyone tell me why my lowest leaf on my leaf spring pack would spin a bit while I'm wheeling? It moves about an inch and half and every time I come back I have to smack it back into place with a sledge hammer. I have the u bolts torqued to 90lb/ft. and they are still doing it.

Any help is appreciated. Thank you.

you can try to tighten the actual pack bolt that runs through the middle, but sometimes, there are forces present when wheeling, really, not much to do about thiose

Leaf spring packs usually have clips to keep them aligned.............

Leaf spring packs usually have clips to keep them aligned.............

My springs still have the clips keeping them aligned, but the clips are not around the smallest spring, which is the one that is turning.

I would tighten the center pin and retorque ubolts. This helped with my pack, but never stopped it. Resorted to a BFH every time it contacted the tire.
