89 Hard to start in the cold/rough idle

I bought a 89 as a project truck the fuel pump and headgaskets were shot. I was able to get the pump going with some lube and replaced the gaskets. The truck ran decent, it was always hard to start and their was hesitation when accelerating. Eventually the pump died and I figured all the running issues were related to the pump.

I replaced with a new unit and it doesn't have any hesitation now but the truck wont start in the cold. You have to start it off quick start then it runs rough till it gets warm.

Where should I start looking?

Troubleshoot the Cold Start Injector to see if it is woking.

How would you trouble shoot it. Pull it out, crank engine over and see if it squirts fuel?

Checked the resistance on it and got 4 ohms. Which is within tolerance. But when I unbolted it from the intake and turned the key on I got no fuel coming out. I never check to see if it has voltage to the injector. I'm assuming the injector is shot if  I do have voltage on the wiring.

Check the cold start injector timer.   It's one of the sensors next to the thermostat outlet.

Everything checked out fine except the actual temp sensor, I replaced that and nothing has changed other then my temp gauge moves. I also put a new pump in and the truck ran good for a bit. Now I can hear the pump surging and the truck idles rough/ dies. Is their a way to check the regulator or can I completely remove the regulator all together?

Your key has to be turned to start to see if the CSI is working. That is the only time it sprays when you are starting. It should be a fine spray with no dripping.
