1992 4runner 3.0 4x4 throw out bearing question

I was wondering if anyone here knows if the throw out bearing is designed to spin with the flywheel when the clutch is engaged?

It shouldnt be contacting the clutch if your slave cylinder is working properly. When you press the pedal to disengage the clutch should be the only time it touches.

It spins with the pressure plate. I can push the clutch release fork in towards the slave cylinder and the throw out bearing stops spinning. Do I need to just replace the slave cylinder?
