Topic: 89 Runner No fuel at Cold start

Working on an 89 3.0 runner and i am having a fuel delivery problem. The truck will not run, but has good fuel pressure from the tank up to the motor. I have tested and replaced the fuel pump, along with the in tank strainer, and the frame mounted fuel filter. when i jump the Fp - B+ terminals i can hear the pump kick on, but no fuel is making its way up to the cold start injector.i have pulled the hardline from the sending unit and have good fuel pressure and volume at the tank. same story both before, and after the frame rail mounted filter. Fuel is making its way all the way to the flex line at the firewall, but there is zero coming out the cold start injector. And the fuel pressure regulator is dry. Also, with the pump engaged, no fuel is returning to the tank. I have pulled both the evap line and return line at the tank and found no fuel. Could the pulse dampener on the fuel rail be causing this condition?

Does it fire if you prime it?  if so and once warm it starts just go back to cold start injector and check resistance first and make sure it is within spec.  I  am not sure what that would be but you can just look it up, it will be in any book just about.  pull the fuel line and see if fuel is making it to the injector and up stream you go untill problem found.  if you had pressure at test point that would eliminate pump to test port as cause.
