rust holes

I have 2 rust holes. 1 on each side of my '85 ext. cab. at the front of the back wheel well. They are right at the top and the inside fender is at the top of the hole. I know there is a way to patch. Any idea's for the best way?

Cut the rusted section out and patch it with some new matierial.
1985 toy, Hybrid 20r/22r on propane, 30splines, custom built leaf packs, welded front and rear diffs, dual ultimate crawler, full hydro, full exo, flat bed, 37' mtrs
