I have no experience with the 20r but I have seen many 22r were the timing chain has worn through the cover. This could be your problem. If you are careful you can take off and put on the timing cover without damaging the head gasket. If you had the head milled and did not shave the timing cover to match this might cause a problem.

You dont have to mill the timing cover unless you deck the block.  Pull the valve cover and see if your timing chain is loose.  You can also look in with a flash light and see if the guide is broken.  If the guide is broken then there is a good chance that your cover is junk.  If the guide is intact, It is doubtful that you cover is damaged.  This would be the straight guide.  Dniel is correct though.  You should be able to remove the cover with the head still on.  Be sure to change all timing parts and the front seal if you go through the trouble.

I'd like to add. Drain the coolant and DO NOT disturb the head. You'll be ok then. If you do see that the guide is broken. Replace them with metal guides not the stock plastic ones.
