State law sucks, suspension redo

well i got a inspection ticket hate Maryland and now im haveing a hard time passing the inspection so when i do im going to redo my whole suspension. heres what i had in mind put my tires on the axles and lower the down so the frame is legal then find some leave spring to fit and put some pivot blocks in the rear. the bumper law here is 28" and my tires are 35". if you have any input on this wheather or it will work or if you have a better idea let me know.
:) nothing worth wheeling other than a YOTA :)

easily. marlin runs 37s with a 4

36 x 13.50 with 4" Marlin springs, no rubbbing but I do have the front wheelwells tubbed.

why not make some drop down removable bumpers and yes 35s can fit with a 4 inch lift

..and people wonder why I throw a body lift on my truck to fit bigger tires. Keeps the frame height legal and if you don't move the bumper up it keeps that legal too.

i just ordered the marlin 4" lift and i cant put a drop down bumper the law says you can add or modify you truck to compasate for the suspension but since i put the 31" tires on im only like a little bit over a half inch to high so im going to take my drop shackles and drill them out so i can drop the truck that little bit more
