Topic: 22R doesn't like to rev

I've got a 22R block with 20R head and 22R carb.  The motor doesn't like to rev above 3500 without really straining it.  Is this normal?  If not, what should I check.

id start with the cat or a restriction in the exhaust,if not this check for air intake stuff.

also mabey a fuel filter

how is the timing? when my timing skipped a tooth, my truck wouldnt rev past what sounded like 3k
