Thanks for the feedback, looking for a good rebuilt 22r and there seems to be quite a few options.

$1200 is too cheap for a shop to do it regardless of the quality of parts being used, tear down and rebuild labor would be more than that. 

My guess is, they are used engines, that have just been shined up, and he gambles on them developing a failure before 6 months.
