ok... so i figured it out... see the picture below (I just stole OOPS's photo)!?!?! those two pieces with the arrows were switched! so the spindle was outside the dust cover... someone in the past switched them and since his rotors were so bad it actually worked... so it was causing the rotor to not be able to seat all the way. now it works great!!! thank you everyone for your advice!
