Have you checked the TPS (Throttle Position Sensor)? I found my '89 was hard to start when cold. It would take several cranks. I went through the whole cold-start system and all was fine. Then I checked the TPS following the FSM, and found it needed to be replaced. I'm not sure how the TPS relates to cold, but it starts right away now. It also has more power/response and doesn't bog down nearly as much on the hills. Good lucK!
