I think I saw that black one in a magazine before. The guy carries a California vehicle code book for when he gets pulled over. IIRC it's a Ford F650. Since it's a commercial vehicle over 1.5 tons there are no height limits. It also had a Cat 3176 diesel engine.
For the frame height I would agree on the height limits, but there are still limits on bumper and headlight height restrictions that a smart CHP will know about and burn both of those rigs.
