well i havn't updated this in a while.  so I ended up pleading not guilty with a trial by declaration.  i didn't argue the speed the officer said i was going, just stated the facts and showed receipts with the printout from the dealer saying the cluster was bad and it was repaired and I had my cruise set at 55 ...etc.  the ticket amount was lowered to $170, with option of traffic school.  The judge was super nice.  $170 from the original $429 is pretty darn good I think.  The trial by declaration was definitley worth doing.
