It is out of an auto truck or runner.  86-88 I think.  And if the wires and harness behind the gauges are still OK then just look for a new cluster.  With the gauges that don't work, test them with a meter to see if you are even getting power to them.  Sometimes the wires are just loose in the harness or hell not even plugged in.
