So I just flat-towed my rig to Moab and back...  When we got there, we found that my drivers' side shock hoop ripped off the frame exactly like yours did, despite having rewelded it.  And it actually tore the frame, so I think it weakened too much from the welding.  So when we got to town we had the guys over at "The Shop" weld it back up and gusset it.  As usual, the highway is 10 times harder on my rig than the trail is.  I beat the hell out of it in Moab, and didn't hurt a thing...  but I-70 before we could even get there is what broke it.  I just thought of you, because my shock hoop looked exactly the same.  And I thought I should tell you to throw some good gussets on there so that it doesn't happen again.

BTW, what is it with my rig breaking exactly the same way yours does like 2 weeks later?
