Complete BS, the price alone is all the info you need. 

Last time I checked it was about $300 through JET electronics for them to change the chip on a Toyota ecu. 

This Venom 400 Performance Control Modulator that claims to add adjustable performance to your engine, but it CARB legal.

Unless you have upgraded the exhaust, ignition, air intake, engine, etc., any type of chip or piggy back system on a stock Toyota truck engine is pretty useless, and a waste of money. 

Oem engines are designed to be quiet, so the intake and exhaust systems tend to be a little restrictive.  Opening up both would be your best bang for your buck, but that wont be cheap either.
