The 21r was never produced for the US market but was a Japanese engine that did not meet US emissions restrictions.
Lots of these used engines were imported over here and advertised as 22R's by importers which resulted in law suits because these engines would not pass emissions (at least California emissions). I'm sure a bunch of their parts will swap with the 20r's and 22r's though.
