I don't think it can be moved up unless you have a bodylift, if you look it is pretty much against the bottom of the bed as it sits. I was able to bend the section that holds the tire in place up a little on my 4Runner but it had a 2 inch bodylift. Actually it bent itself when I would dump it on a rock so you could call it self clearancing. It kept bending until it contacted the bottom of the bed again so it probably moved about 2 inches total.
