Abs has nothing to do with stopping your vehicle faster.  Abs equipped vehicles will always have a longer stopping distance than a non abs vehicle.  Abs is on the car so that you have directional control during heavy braking.  If your front wheels lock up and skid, who knows which direction your car will head.

And for those thinking it, no, you can't pump your brake pedal as fast as the abs module can.

Now that I've said, that, yes, if the abs system isn't operational, the base hydraulic brakes will still continue to work normally
