I think that nud flap ticket thing is a load. I see full size chevies and fords up here in Merced all day long running way to short but way too wide super swampers. You've seen them, the truck has at least 4" of lift, and like 33x15x15 swampers.
I think part of it is to keep your truck somewhat clean. The cops notice the lack of mud flaps more with mud or even just road grime is sprayed down the side of your truck. That reminds me of the time my brother drove his truck right by the chp office covered in mud. He had to put the flaps on to clear the ticket, but they wouldn't clear it because the stock flaps didn't stick out far enough. So he just drilled new holes in the flaps a couple inches out and everything was cool.
