Man, we've got it much easier here in Vermont.  We have a generally saftey and mechanical inspection for all vehicles.  But if it is 96 or newer then you just have to plug it into a scan tool and check to see if the MIL functions properly, check for DTCs and then check the readiness monitors, and thats our smog test.  No dynos or any of that, no sniffer either.
