Its kinda spendy but the finest glitter type substance you'll find is pearl powder that you add to clear when painting a car to make it change colors.... I have a few bottles of it, I'd gladly donate one of them for the cause.. Its so fine you have to wait for it to wear out of your fingerprints... 
I have bottles of that left over from the body shop, micro sequins too.
