I would go for a set of dual fin wiper blades, a fiberglass truck visor, a-pillar wind deflectors and a bug shield.

Seriously, assuming that you already have some sort of rear locker at least, I would go for the hi-steer next.  Doing the duals there are some unknown possible additional costs, like your $150.00 adapter, maybe a crossmember, drive shaft alterations costs, etc.  The hi steer is a done deal for the $$$ and there would be no additional unknown costs to install it.
The rear suspension can be done for cheap if you spend the time to find the right combo of junkyard parts so I wouldn't spend $400 on that if there were other places to spend it.
YOU ONLY NEED TWO TOOLS IN LIFE - WD-40 AND DUCT TAPE. IF IT DOESN'T MOVE
AND SHOULD, USE THE WD-40. IF IT SHOULDN'T MOVE AND DOES, USE THE DUCT TAPE.

IF YOU CAN'T FIX IT WITH A HAMMER, YOU HAVE AN ELECTRICAL PROBLEM.
