The brakes are backed out, all that done, the drum will physically not come free from the hub.  The tolerance between the inside of the drum and the flange on the end of the axle shaft is so close that just a bit of rust basically welds the drum on.  The rust here gets so bad that its not uncommon to see toyotas snap in half between the bed and cab, and I literally mean snap in half.
Retiring the 91
