Sounds like the thermo spring in the electric choke is not getting any voltage to heat it up, or it is wasted. Check and see if it is getting any voltage with the key on.

You were right.  The reason I am not getting it to kick off of high idle is that I have a bigger problem.  It's my charging system.  I just replaced the alternator and voltage regulator because the charge and brake light were on.  But nothing changed.  My charging system is not working.  I checked the fuse block under the hood and the charge fuse was blown.  I replaced it and still nothing... Checked the box with a test light and there is no power going to it.  The only thing I can think of now it that the wiring loom from the alternator is toast.
