It might tow your 83 to the trails but it would be working it REALLY hard.
for perspective, I towed a 3500+ lb camp trailer behind my 22r and 39.5" IROK's. Now that's a struggle. A 3.4 would do fine. They make more power than stock 80's chevy 350's. Note that it wouldn't be able to do 65-70 constantly, but should do 55 pretty easy over most stuff.
