If you had a steering stablizer it would restrict the flow of fluid allowing it to move slowly not keep it from moving completely. Same concept here only this stablizer (ram) gets pressure when you turn the wheel one way or the other.

I would think the valve in the box i out of adjustment causing it to have pressure to one side.

This would cause it to fight you trying to turn to one side.

I just so happen to have a RH drive box out of a 94 Surf. I could tap it, but can't gaurantee it won't need to be rebuilt after. I know it works now though.
