i've heard of a lot of problems with LCE engines. but i've never heard of any to speak of from DOA engines. i'd go with them just because of that and they're generally cheaper than LCE. also if you are up north close to Washington i think there is a guy at
www.engnbldr.com who does really good work i've heard. i don't think you can buy a built engine from him but he will rebuild for you if you want. of course if you really wanted you could rebuild it yourself.
