Problem solved!
I loosened the three screws and started turning it, trying to get the choke plates to close, after I had turned it 180 degrees I decided to pull it apart to see if the coil inside had broken, when I pulled it off every thing inside was fine but I was able to see what the problem was. the way it was set the tab on the coil would have hat to come around almost 360 degrees in order to hit the tab on the rod to actualy turn the choke.
Put it ll together again and it started on the second crank.
