The only problem that I can forsee with the "swing down" carrier is lifting the heavy tire up and down every time you want to access the tailgate. 
Dunno if you have a cage, but what about a swing up? you could use some hydraulic rams like on minivans and such to hold it up
kinda like the spare tire being the back hatch of a minivan??
