What I was basically getting at is I don't deal with people from outside the us on ebay, period.  The only way I'll open a message through my messages is if I've already dealt with that member, otherwise I don't trust them.  They can send me all the messages they want but will not get a response.  I don't care how much feedback they have, because all they do is steal somebody else's id, happened to a friend of mine.  And that's usually how it goes too, first response is full on english, maybe even second or third, but the further you go the more broken the english gets.  We all just need to keep an eye out for these goons and make sure they're caught.
