pull the 10mm bolts off and see if the hub springs out at ya, if it does its still locked... lol
could be a hub malfunction or just got stuck, work them back and forth a little see if it clicks out. Or drive it around for a few min's and stop/ twist the hub lock back and forth until it lets go.
We had that problem on bigbluewillys truck coming out of the Con, spun the driveshaft a little and cranked the hub locks back and forth a few times.
