I know the GM/Saginaw pump will put out enough flow for full hydro.  Try West Texas Offroad for a high flow mod to the Saginaw pump.  http://westtexasoffroad.homestead.com/powersteering.html

Also, gear pumps are a lot less forgiving than a Saginaw pump if you run them low on fluid.
