Will a multimeter pick up the pulses from a speed sensor?

NO! I tried and could not get a signal. If you try it, remember that it is an A/C power source that is being generated, so run your meter on that.

My truck feels sluggish if I unplug the speedsensor. Period.

Good luck mang :crossed: Run down to an AutoZone or something and try to find a book on your truck (that might be hard considering the Rocky isnt a common vehicle) and check the wires for the speedsensor. Check if the speed sensor was in the factory inst. cluster, and also how it hooked up to your stock ecu?
