Historically incorrect. Public excecutions didn't quell criminal activity, they did bring people together while bringing out the most base animal characteristic of humankind. Public excecutions were more for pacifying the masses than for punishment.
Well..... OK... it will definitely "quell" further crime by the one that got beheaded!!
