Why do you suspect that?  There are so many factors. Fitup, weak frame metal from years of deterioration, welding issues, etc...
Probably all of the above.  Once the truck dries out and I get time when it's not raining all day....I'll take a gander.  If my shock bracket went all the way across or was gusseted at the top may have worked out better. 
Never thought about weakening the metal but it's possible?   I am using a flux core welder.  Plus the bracket is quite thick verses the frame material.
