Yes, this would be true IF the measurement was taken with a static constant air flow. Remember the AFR is a ratio of fuel and air. The amount air changes with CFM and velocity.
Also, reducing a jet size changes the velocity of fuel through the hole (Bernoulli's equation). Since atomization is critical in the measurement of AFR, if you increase or decrease the velocity of fuel the atomization rate changes.
