Allpro used to have a kit, Trialgear has one, I think skymanufacturing has 4 kits available.  Given your concern over height of the frame to comply with Utah state law, you might consider building a 2wd instead of your 4x4.  The 2wd frame is designed differently, and allows for a lower lift when done.  A buddy built this '92, and with 37's it had nearly the same entry height as my '90 IFS on 33's. 

The lift used was rear Toyota springs upfront(moves axle 2" forward), and a set of chevy springs with 2" block in the rear.  The 37's rubbed a bit, but it was a very stable rig on the trail, and easy to climb in and out of on the trail as well, and no issues with frame-to-trail obstacle clearance.

Same tire and rims on the 3rd gen Runner he built after the '92, the white rig next to it was another 2wd conversion on 37's if I remember correctly.

If I were in your shoes, I would build the '93 to a point to make it as capable as the IFS can be, then once you are sure you want/need the SAS, look at buying a built rig, or build up a 2wd to run the type of trails you find yourself running the most, and tailor it to fit your needs.
