i ran a buggy leaf in my 83 for about a year. after i did the buggy leaf i had shocks...later i swaped in an 86 rear axle and did a u-bolt flip and lost my shock mount. there isn't a noticable diffrence since the buggy rides and bounces on the frame. the bed shimmys a shitload with either.

the buggy leaf flexes great...but when you flex there is no weight on the drooping tire, only the weight of the tire and axle.

currently i've disabled the buggy leaf by clamping it with a u-bolt as close to the shackel as possible(this dosen't let the buggy droop). i plan to weld the spring perchs back on...but keep the buggy leaf just incase my weld breaks or i want to run it again for some reason. i also haven't put my rear shocks back on, since i still don't have a shock mount on the axle, it rides fine. i think legality wise you need to run shocks and i should get them reinstalled.
