This sounds like normal operation. Typically a motor will idle high till its warmed up then go to normal. Maybe not 1800 rpm's high. If you want to bring the idle down a bit adjust the idle mixture screw. (Big screw on the left top of throttle body opening.) It may also be the cold start injector. I'm not sure quite how that works.

I have a question in regards to the same area. I cannot get my 22RE to idle below 1200 RPM’s with out retarding my timing so bad that I have no power and the motor pings real bad. My idle mixture screw is turned all the way in; throttle stop screw is not touching a thing. I’m going to play with the TPS tonight. From what I’ve read it seems to be working. I’ve done the jumper wire timing adjusting technique and the idle does goes down with the jumper wire. I’m hoping its out of adjustment. Any ideas?
