I'm sure you've seen wind tunnel tests. Subtle changes at the right speed can really screw air flow up. Those lights may be OK at low speed. The air may flow around it and into the rad.
High speed may just completely deflect air away. Just a guess since you seemed to have covered everything else. Let us know how it works out.
