Nope. That'll be awful for ride. How newer overloads on top of the pack are, is that it is a very arched spring that hits a mount above it (landing pad for lack of a better term) and that begins to carry the load or present wrap. If you put a overload that goes under the pack on top then it will severely limit the packs performance and most likely life of the springs.
