I know he doesn't have a 3rd gen, that is why I wrote that he would have to make side mounts that he would weld to the new cross member he has, that would then allow him to modify a 3rd gen bumper that he could then bolt-up to the new mounts. A bumper like this Marlin one should be very easy to modify to work with the cross member he has now along with some fabricated side mounts.

If you need something temperary to clear a fix-it ticket, you could drill a hole through each end of the cross member you have now, and bolt up some square or round stock on each side. It wouldn't look all that great, but it should keep you legal until you come up with a permanent bumper, and shouldn't cost you more than $20 to do.
