Like anything else, shock tuning can get quite complicated really fast. I would recommend purchasing a damper manual if you plan on getting involved in learning about the many variables involved in shock tuning. The numbered stacks that Fox gives are so basic it's not even funny, and all the numbers are for is nothing more than an identification of their given shim stack. Check out
